Referee Development Program
The High School Referee Development Program furthers the mission of Capital Referees by providing educational opportunities and helps ensure that referees are assigned to appropriate games through the following activities:
Classroom training
On-field training during preseason scrimmage sessions
Formal on-field assessments
Coordinate the rankings of officials
Assessment Program
Capital Referees provides most assessments at no cost to members. Assessments are used to provide feedback to officials and to determine if a referee is eligible to upgrade their high school ranking.
Referee Rankings
All referees are ranked based on criteria approved by the Capital Referees' Board of Directors. Rankings correspond with the type of matches a referee is assigned. Referees are able to learn their ranking by going into their profile in ArbiterSports. .
Referee Recommended Assignments
Level 1: State Finals, Varsity (most difficult)
Level 2: Regional Finals, Varsity (moderate difficulty)
Level 3: Bi-district and Area Playoffs, Varsity (low difficulty)
Level 4: Junior Varsity, Middle School Playoffs
Level 5: Middle School

Level 1-3: Varsity (most difficult)
Level 4: Varsity (moderate difficulty)
Level 5: Varsity (low difficulty)
