College Referee Program Overview
Capital Referees is the local chapter of the National Intercollegiate Soccer Officials Association (NISOA). College referees register with Capital Referees are eligible for NCAA, NAIA, and other collegiate games assigned by Capital Referees or other conference assignors.

Annual Registration Timeline
August: Fitness testing
December: Registration and dues payments
Collegiate Referees must complete the annual registration requirements of one or more of the following recognized collegiate official organizations: NISOA, NCAA, ECSR. As a chapter of NISOA, Capital Referees encourages all members to register with NISOA.
NEW MEMBERS
New college referees must register with NISOA through Capital Referees College Division. Applications for NISOA membership will be accepted between 1-Nov and 31-Aug. No application will be accepted from 1-Sep to 31-Oct. Payment in the form of checks must be submitted when the application process starts. However, the application will not be submitted and the checks will not be cashed until the candidate has completed all required.
After submitting the application to the Director of Collegiate Refereeing, the applicant will be considered a prospective NISOA member and must complete the following within six (6) months of the application: Pass the NISOA Written Test, Pass the NISOA Physical Fitness Test, Pass an assessment as a referee on one of the competitive matches noted above. Assessor must be a registered NISOA assessor, Pass an assessment as an assistant referee on one of the competitive matches noted above. Assessor must be a registered NISOA assessor, Complete the NISOA medical evaluation form. Submit three (3) letters of recommendation: Two(2) must be from current NISOA referees. One (1) must be from either an NCAA coach, NISOA Assessor, or NISOA Clinician
If the candidate fails to complete the above requirements within six (6) months of submission, the application will not be submitted to NISOA and the payment will be returned.
Upon successful completion of the above criteria, the application will be submitted to NISOA for processing. No application will be submitted to NISOA from 1-Sep to 31-Oct.
